Job Description                                             
Role and Responsibilities

Position Summary:  
An MCA HR Manager leads and ensures all employment and human resources policies, procedures, personnel records, HR record-keeping and statutory compliance for MCA operations in the airport.  Leads and ensures effective employee relations, training, development, and performance management practices.

Responsibilities:   
Administers various human resources plans and procedures for all company personnel; implements personnel policies and procedures; maintains and distributes crewmember handbook and policies for files.
  • Enters and processes new hire information and records.  Maintains I-9 information and airport badge information.  Ensures coordination and communication with hiring managers, payroll, and badging clerk.  Schedules, facilitates, and participates in new hire orientation.
  • Ensures correct compensation program; monitors performance evaluation program for new hires and current employees and follows up as necessary.
  • Ensures benefits administration to include employee enrollments and termination, election forms, payroll deductions, claims resolution, change reporting to carriers and brokers, and timely communication of benefit information and eligibility to employees.
  • Maintains EEO information in employee records; maintains OSHA logs.  Prepares and processes reports of injuries and illnesses as required by Insurers.  Processes information for post-employment and unemployment in a timely manner.
  • Conducts recruitment effort for all hourly crewmembers, students, and temporary employees; conducts open houses, job fairs, new-employee orientations; monitors career-path program, writes and places advertisements. Facilitates hiring managers with pre-hire assessments and interviews.  Initiates badge processes for accepted candidates
  • Handles employee relations counseling, outplacement counseling, and exit interviewing.
  • Participates in management staff meetings and attends other meetings and seminars. Maintains company organization charts, employee bulletin boards, employment postings and employee directory. Ensures updated contact information in employee records.
  • Keeps Director and Operations Managers apprised of staff and manager issues.  Works with senior terminal management in addressing and resolving problems.  Counsels' managers and hourly employees as needed.
  • Assists Director and Operations management in evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
Maintains Human Resource Information System records and compiles reports from database – i.e. EEO-1, badge expiration, authorization to work expiration, job code, status and performance reports, turnover and retention reports.  Trains and assists managers on HRIS utilization as directed.
  • Maintains compliance with federal and state regulations concerning employment. Maintains development of professional HR skills and updated information.
  • Assists in preparation of timesheet transmittal to payroll.  Ensures accuracy of time records.  Monitors timekeeping procedures, overtime payments, adherence to timekeeping protocols.  May serve as back up to payroll processor on occasion.
  • Maintains current Human Resource and employment professional information and resources
  • Performs other related duties as required and assigned.

Qualifications
Considerable knowledge of principles and practices of personnel administration
         -   Union Experience a plus!

  • A bachelor's degree preferred; and three (3) to five (5) years of Human Resources experience, OR
  • Seven (7) years of experience in the HR field, OR
  • Any similar combination of education and experience.
  • Professional in Human Resources (PHR) certification preferred
  • Prior payroll experience preferred
